Non-lethal equipment exists to give an officer options short of force. That only works if the equipment is complete, matched and maintained, which is how CSI quotes it.

Public order sets are supplied as systems. Shield, helmet, limb protection and respiratory protection are specified together so that they fit, connect and hold up across a long deployment rather than being assembled from whatever was in stock.

Filters, straps and padding are stocked as consumables with stated shelf life.

Barrier

Physical separation without contact. Most public order situations resolve at this level and never escalate past it.

Control

Direct control equipment. Condition matters here more than anywhere — worn kit causes injuries on both sides of the line.

Limb protection

Knee and elbow protection with compressed padding replaced on a schedule. Comfort determines whether it is worn for hour six.

Respiratory protection

Issued and in date before any irritant is deployed. Filters carry a shelf life and are stocked as consumables for that reason.

Supplied as a system

Shields racked as matched sets so a line holds together, rather than being assembled from whatever was left in stock.
